Central reports counts patients during an extract. E.g. patients with Asthma. So a patient with an Asthma code can be counted. However you can't count a patient that does not have the code.
In order to count these patients that have been "rejected" then you need a code to count to produce the report.
Each patient that exists in the system has an encounter code and this can be counted .ENC5 or .ENC1 can be used. this is a 5 and 1 year encounter code that gets added to a patients record.
